Qualifications:
In order to qualify, you must meet thespecialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions,Administrative and Management Positions. AND SPECIALIZED
Experience:
Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes:
the knowledge of the principles, concepts, and theories of Management and Program Analyst and the standard practices, methods, and techniques of the occupation sufficient to perform difficult, but well-precedented assignments; knowledge of analysis, evaluation, fact-finding, and investigative techniques in order to gather data, identify significant factors, and recommend a solution from a number of possible alternatives. OR EDUCATION:
The successful completion of a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree, or LL.M., if related. NOTE:
You must submit copies of your unofficial transcripts with your application if using education as a substitution of experience. OR COMBINATION OF EXPERIENCE AND EDUCATION:
Equivalent combinations of a successfully completed master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS:
Applicants must have served at least 52 weeks at the GS-09 Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. SPECIALIZED

Knowledge of qualitative and quantitative techniques for analyzing and measuring the effectiveness, efficiency and productivity of administrative and technical programs to gather data, identify significant factors, and recommend a sound solution from a number of possible alternatives; developing new or modified administrative program policies, regulations, goals, or objectives; researching and investigating new or improved business and management practices for application to agency programs or operations. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS:
Applicants must have served at least 52 weeks at the GS-11 Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs):
Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of qualitative and quantitative techniques for analyzing and measuring the effectiveness, efficiency and productivity of administrative and technical programs to gather data, identify significant factors, and recommend a sound solution from a number of possible alternatives. 2. Skill in preparing charts, papers, presentations for organizing and delivering briefings to stakeholders for mutual understanding and acceptance of findings and recommendations. 3. Knowledge of the roles, functions, organizational structures, and operations of the DoD and Air Force that govern, integrate, and/or influence the acquisition mission. 4. Skill in planning and/or organizing a project/study, to include estimating any associated budget/costs, coordinating with team members and/or stakeholders to accomplish all phases of the project/study. 5. Ability to research and interpret legal and regulatory guidance in order to apply evaluation criteria when determining and assessing operational impact. PART-TIME OR UNPAID
Experience:
Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK
Experience:
Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
