### Qualifications
BASIC EDUCATION REQUIREMENT FOR GS-1102 POSITIONS: A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees;
AND
At least 24 semester hours in any combination of the following fields which can be obtained within the bachelor's degree or in addition to the degree: Accounting, Business, Finance, Law, Contracts, Purchasing, Economics, Industrial Management, Marketing, Quantitative Methods, or Organization and Management. NOTE: You must submit a copy of official college transcripts.
NOTE: The following three exemptions to the basic education requirements apply to INTERNAL DoD civilian employees or Service members who:
Served as a contracting officer with authority to award or administer contracts in excess of the SAT on or before September 30, 2000.
Served in an 1102 position or as a Service member in a similar occupational specialty on or before September 30, 2000.
Is an enlisted member of the CCF. This exemption only applies to CCF members in their current or future CCF positions. The baccalaureate degree exemption does not apply to current CCF members seeking new hire employment within DoD as an 1102.
AND
IN ADDITION TO MEETING THE BASIC REQUIREMENTS, APPLICANTS MUST HAVE SPECIALIZED EXPERIENCE:
Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12 , or equivalent in other pay systems. Examples of specialized experience includes dealing with problems arising during the pre-award or post-award phases of the procurement action; independently plan and carry out the work, selecting the approaches and techniques to be used; recommend or develop new guides or procedures when problems reveal that guidelines are lacking or inadequate; independently determine actions to be taken on assigned contracts; use judgment in interpreting guidelines, in adapting procurement procedures to specific situations, and in recommending solutions to problems encountered. This definition of specialized experience is typical of work performed at the GS-12 grade/level position or equivalent in the federal service.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in?-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of a wide variety of contracting methods and contract types sufficient to perform pre-award, post-award; .and/or contract price/cost analysis functions, when the contract actions are not well defined or well precedent.
2. Comprehensive knowledge of business practices and market condition used to evaluate responsiveness, contractor responsibility, contractor performance, and other wide ranging contract actions when these actions are not very well defined or well precedent.
3. Knowledge of complex acquisition planning.
4. Comprehensive knowledge of negotiation techniques to enable negotiation of a variety of contract changes.
5. Comprehensive knowledge or contract price and cost analysis and cost accounting techniques so as to compile and evaluate price and/or cost data for a variety of post-award procurement activities.
6. Comprehensive knowledge of statutes, regulations and procedures so as to be able to perform procurement functions that are not very well defined or well precedent.
7. Ability to use office automation tools and techniques to support contracting operations.
8. Skill in oral communications to present sensitive recommendations to higher authority to promote effective acquisition teams, and to represent the department or agency on process teams.
9. Skill in written communications sufficient to develop and publish acquisition guidance and other material.
10. Ability to plan, organize, and direct the functions and staff of a medium contracting organization.

ACTIVE DUTY SERVICE MEMBERS: The VOW Act Chapter 21 of Title 5, United States Code (U.S.C.), Section 2108a, requires Federal agencies treat active duty service member as veterans, disabled veterans, and preference eligible, when they submit, at the time they apply for a Federal job, a "certification" of active service in lieu of a DD-214, assuming the service member is otherwise eligible.
